Shanghai, which has ambitious plans to become one of China’s top *innovation centers, took entrepreneurial circles by surprise with a bold new *pledge to investors. Several departments of its city government issued a joint document about *angel investments last week. It contains policies promising to repay up to 60 percent of the losses any investment company suffers by investing in Shanghai-based technology seed companies, or up to 6 million yuan for losses suffered by any individual company per year.
