SOME 200 million people could be left out in the cold in China this winter as energy shortages threaten the old central heating systems, China Daily reported on Monday. Beijing has only 50 per cent of the coal it needs this winter, while Jilin Province has stores of 40 per cent, half the level of this time last year.
