OVER the weekend, the State Council unveiled a huge economic stimulus plan. The government said it would make an estimated 4-trillion-yuan investment over the next two years in infrastructure, social welfare and environmental protection projects. That’s almost a-sixth of the country’s 2007 gross domestic product.
