SUPPOSE your dog bites someone. Do you know how much you’ll have to pay for the victim’s medication? If you need an urgent operation but no relatives will sign on it, can the hospital conduct the operation anyway? These questions will likely be answered in a draft tort law to ensure that people are compensated for suffering injuries or losses.
