INSIDE and outside of China the word "propaganda" carries different meanings. In Chinese, the word simply means to broadcast or spread information. In the West, the word has "a sinister ring", thanks to Joseph Goebbels' work as Propaganda Minister in Nazi Germany, wrote China Daily's Australian editor Patrick Whiteley recently.
