CHINA’S Ministry of Education has said that it plans to increase national spending on education to 4 percent of GDP this year, to comply with a target laid out in the 2006 Five-Year Plan. Instead of applauding this decision, media commentators have complained that the target should have been reached years ago and that increased education spending is long overdue.
