Shanghai police found themselves in the headlines recently after the official Weibo account of Shanghai’s subway police department publicized last month a list of beggars who have been caught panhandling on the city’s subway system. The naming-and-shaming tactic, although not fully disclosing the full names and personal information of the beggars, led to a fierce debate over whether it is appropriate for the police to target a group that many believe is disadvantaged and needs help.
