In a draft regulation seeking to improve airline companies’ *punctuality and customer service, the Civil *Aviation Administration of China has said that for flights delayed due to “non-airline factors” such as bad weather, emergencies or air traffic control, the airlines should arrange meals and *lodging for passengers. However, it also says that passengers themselves should pay for the meals and lodging. The new regulation has given rise to severe *controversy as many passengers *deem it unfair.
