Manhole covers (窨井盖) are probably the most inconspicuous (不引人注意的) part of a city landscape. However, as Wan Chun, an official from the Supreme People’s Procuratorate, said on April 22, “Manhole covers are often ignored, but they very much relate to people’s lives, personal safety and property security.” According to Wan, more than 70 tragedies from 2017 to 2019 occurred due to broken or stolen manhole covers.
