Three middle school students – all aged under 14 – were recently arrested (逮捕) for allegedly killing a classmate in Handan, Hebei. The case has since focused public attention on serious crimes committed by the young. In 2020, the amended Criminal Law (刑法修正案) lowered the age of criminal liability (刑事责任) to 12 in some special conditions.
