FIFTEEN months after Irish voters said “no” to the Lisbon treaty, they did a U-turn. Over the weekend, two-thirds of the voters said “yes”. A lot was riding on this: The 3 million voters could have blocked the treaty, which relies on EU member states if it is to be passed.
