THE people of Beijing may have noticed that winter has come earlier this year. The unseasonable November 1 snowfall was the earliest and heaviest in years. It was also, as officials have claimed, man-made–thanks to a geo-engineering technique. It seems that we can actually “manipulate” the weather.
