Liu Fang, 22, has been living in Suzhou, Jiangsu province since she moved there with her parents from their home province of Anhui more than a decade ago. But the family has not yet been given a Suzhou hukou, or household *registration, which would enable them to enjoy the same services as those who have a local hukou. |  |
