In the latest effort to deal with one of the worst problems facing the Chinese medical industry - relations between medical professionals and their patients - the National Health and Family Planning Commission has required all patients admitted into 2nd-*tier hospitals and above to sign a “no-red envelope” agreement with their doctors. The agreement states that the patients will not give cash bribes or expensive gifts to their doctors, and the doctors will not accept any such gifts.
