MIGRANTS seeking to work in the UK will have to pass English tests before entering the country. The rules will affect both highly-skilled workers seeking to work and settle permanently in UK and low-skilled workers from countries outside the European Union, who do not have the right to apply for permanent residency. The UK government estimates that approximately 35,000 of the 95,000 skilled non-EU migrants who came to the UK last year would have failed the English test. UK officials believe that by learning English, migrants can better learn and understand their rights and how to protect themselves from untrustworthy employers.

NEARLY one third of foreigners teaching English in South Korea are found to have taught without appropriate certificates. The finding is based on a research into 746 English immersion programs organized between 2004 and 2006 by 16 education offices across the country. A total of 997 foreigners have been hired from 2004 through 2006 to teach English at English immersion programs nationwide. About 32 percent of them are found not to have certificates such as the Certificate in English Language Teaching to Adults, which is essential to teach the language in South Korea.
